With Fraps you cannot record only a part of the screen, but you can for example record games with 800x600 resolution when in fullscreen. Nevertheless if you have a video editing program like after effects, premiere, final cut or sony vegas you can still record a windowed game with fraps and then cutout what you don't want right?
Fraps can also takes screenshots and records the audio coming from the computer or from a microphone, among other functionalities.
